the 10 year period is how long DUI convictions can be alleged as priors in court. It is also how long DUI convictions stay on your DMV record.

you send it to the agency that wrote the ticket or the prosecutor's office that represents them.

The answer is no. I don't know what "signing docket for 5 years" means but in any event, if you were indicted, statute of limitations won't apply...
