Scam. You can't be arrested for bad debts. you should tell them you are going to sue them for violations of the federal unfair debt collection...

you clearly were not arrested and aren't a suspect. I would leave his property alone--probably time to move away from that roommate.
Does the police check immigration status of a driver ?

go to court. go to the clerk, look at the court's file. see if you can get the matter put on calendar. Explain this to the judge.

Sex by an 18 year old with any person under 18 can be a FELONY. see CA Penal Code section 261.5

Does the State need an eye witness or a witness to file an indictment? Or can they just use the Police report.

They only need credible evidence and they don't need to demonstrate proof beyond a reasonable doubt to get an indictment.
