Techically you can, but if you commit a crime while out on bail for another crime a judge is likely to jail you, concluding you can't be trusted in...

It will really depend on all the facts and circumstances. He'll be hit harder because of the priors and the fact that he shouldn't have been...

Unlikely. Wet reckless is usually offered when the People's evidence is weak or very close to .08/.09, not when they can prove a .13.
