Anyone can look up her bar profile and verify that she is under investigation. Here are the verified facts of her egregious misconduct: 1. $2,620 Court Sanctions & Admission of Guilt: Due to Ms. Marquez's repeated failures to submit mandatory discovery responses on time, the court issued two formal monetary sanctions on the exact same day, totaling $2,620.00. Knowing she was entirely at fault and fearing severe disciplinary consequences from the State Bar, Ms. Marquez immediately emailed me after the hearing, admitted to her negligence, and paid the $2,620.00 court sanctions out of her own pocket. Her own email and sudden payment prove her undeniable guilt. 2. Fabricated Billing and Extended Disappearance: While Ms. Marquez sent a few extremely brief, effortless emails, her office unconscionably billed me $100.00 for each of these short messages, exhibiting blatant billing fraud. Furthermore, she actively concealed her subsequent extended personal leave. Throughout the crucial weeks that followed—specifically on February 13, February 19, and February 26—I received absolutely zero emails or communication from her. She left my case stranded in an absolute emergency, with no verifiable review done during her prolonged disappearance. 3. Calculated Client Abandonment Immediately Upon Return from Vacation: The very first thing Ms. Marquez did upon returning from her personal leave was send me an email to abruptly withdraw from my case. She attached pre-filled forms that she had already prepared behind my back, coercively forcing me to sign a Substitution of Attorney form to represent myself "In Pro Per." She completely abandoned her professional duties at my most vulnerable moment right before trial, leaving me to face the court completely blindsided. 4. Wasting Court Time & Disregard for Language Needs: For the April 16 hearing, she completely neglected to arrange a mandatory Mandarin interpreter despite being fully aware of my language requirements, wasting hours of court time and forcing my hearing to be severely delayed until nearly 11:00 AM. 5. Unauthorized Rescheduling with Zero Communication: Ms. Marquez unilaterally contacted opposing counsel and the court to repeatedly change my critical hearing dates behind my back without my consent. She completely kept me in the dark and never emailed me to show any updates, only notifying me at the very last minute that the final hearing was set for April 16. 6. Lazy "Copy-Paste" Documents & Exploitation of Client: This was my first time going through a family law matter, and I had absolutely no knowledge of how to fill out complex court forms. Instead of providing proper counsel, Ms. Marquez lazily "copied and pasted" all of my legal documents. She ruthlessly exploited a vulnerable client who trusted her, choosing to protect her own schedule rather than defend my legal rights. This attorney operates a predatory practice based on fabricated billing, severe negligence, and calculated abandonment right before trial. Retaining her will destroy your legal rights. I have officially reported her on June 27, 2026, and I will pursue this matter to the absolute end to ensure justice is served. She knows exactly what she did to me, and I will not stop until she is held fully accountable. Avoid her office at all costs.

Don’t hire

Terrible response time, over billed, no attention to detail at all, dangerous for custody agreements! Doesn’t read any notes, unprofessional and disrespectful. She took all my money and delivered nothing good.

Incredible

I have always been hesitant to seek help from attorneys because most of them seek untrustworthy but Phyllicia made me feel at ease. She took her time explaining everything to me and letting me know what to expect. She made herself available and always answered any questions or concerns I had. I would... highly recommend her to my friends and family for any family law matter!

Terrible

I emailed Ms. Marquez inquiring on her services. (In need of a attorney specializing in family law/custody). After about 4 days of no response, I decided to give her a call. The receptionist who answered asked for my info and placed me on hold for a couple of minutes. When she returned, she stated th...at Ms. Marquez was not available over the phone, but she'd be glad to schedule an appointment with me. In my email, I stated exactly what I needed and basically wanted to know if she could help....simple yes or no would have sufficed, but I got nothing. Anyway, after the receptionist offered to schedule an appointment I asked if it were a free consultation. She says," no it's not, it's $150 to talk to her, but you can talk for as long as you want". I'm sorry, but I think this is a bit ridiculous. It's okay to charge for the consultation, but sheesh, I may not even want to hire her after speaking with her. I just felt that one, she should be a little better at responding to emails or don't list your email address. And two, she needs to realize that communication is key to any business.
