Your friend could probably pay a lawyer hourly to write a complaint. That's the best route. Your questions are too vague to really even answer.

I think there's a federal CAN-SPAM law you could look into, and/or an anti-spam law in CA at or around B&P code 17529. Not sure how far this gets you.
