I have 2 homes (no equity in either) both are slightly underwater. Can I keep (reaffirm) both and keep both in a Bankruptcy?

If you can make the payments and you qualify for chapter 7 you can keep them. Reaffirming them is a bad idea. If you have to file chapter 13 then...

The only way to really know is to apply or a loan. Go through a pre approval process so you know the price range for a new home.

Each state has limitations on the total amount that can be taken from a wage earner. You need a lawyer in your county to do the math.

The discharge protects you from liability on the promissory note but the bank can exercise it's right to collect it's collateral by foreclosing ...

No. It's a bad idea. The trustee may allege fraud and attempt to withhold your discharge.
