Don’t know how he’s still practicing law!

I consulted with him and decided that I was not going to pursue my issue, several months later I get a call asking me to pay $2000 retainer because he believed my case was worth pursuing. I paid the retainer and never got communication (email or phone). I even tried reaching him via the attorney that... represented him when he was sanctioned by the Texas bar association, he tried to no avail. Basically, he told me that I had been scammed and to move on when all the deadlines to file had passed.
