Biographical Summary
Personal Background:
I was born in Fort Worth and graduated from Arlington Heights High School, Texas Christian University (B.B.A.) and the University of Houston (JD). I have been married to Cynthia (Chandler) Heard for over 40 years. I served in the Navy during the Vietnam War, entering as an enlisted man and exiting four years later as a Lieutenant. While in the Navy, I was stationed at the North American Air Defense Command (NORAD) inside the Cheyenne Mountain, where I served as the Chief of the Exercise Branch (war games) of the Space Defense Center. I was awarded the Joint Services Commendation Medal for meritorious service.
I have served as a Director for the Tarrant County Hospital District through appointment by Sen. (now Mayor) Mike Moncrief and am an approved attorney for several Title Insurance Companies. I am presently or have been a member in good standing of the following organizations:

Professional Background:
I received my Bachelor of Business Administration degree from TCU in 1967, with my concentrations being in economics and finance. Upon completion of my Navy service, I entered the University of Houston Law School in the Fall of 1971, where I completed the three year curriculum in twenty-seven months. After receiving special dispensation from the Dean of the Law School and the President of the State Bar of Texas, I was permitted to take the Bar exam prior to graduation (while carrying an overload of courses), passed same and was admitted to practice before I actually graduated from law school. While in law school I was accepted to The Order of the Barons, which was the highest scholastic society in the Law School at that time.
Two weeks following graduation (December, 1973), I accepted a position with the Fort Worth law firm of Wilson, McGee & Craig. This law firm had an extensive tax and general business practice and, although I was hired to assist Bill McGee in setting up a trial section for this firm, I spent the vast majority of my time practicing in the commercial areas, including real estate, federal regulatory matters, mergers and acquisitions, commercial lending and general corporate representation. In due course I was made a partner, and the firm name was changed to Wilson, McGee, Craig, Bourland, Heard & Oneal. I left this firm in August, 1979 to join Frank Hill for the express purpose of forming a national quality law firm headquartered in Arlington to service the Metroplex. I was the head of the Business and Real Estate Section of the firm and was the Managing Director through most of my tenure. Over the next fourteen years, the Hill, Heard firm was successful by any standard and grew from the two of us (and one associate) to become the fifth largest law firm in Tarrant County with approximately thirty lawyers. I presently hold the highest Martindale-Hubble ratings for ability and ethics (“A” ((excellent to preeminent) “V” (highest ethical standard)). I was recently named as one of the “Outstanding Real Estate Lawyers” in Fort Worth by Fort Worth Magazine.
I resigned from the Hill, Heard, firm in October, 1993 and, since I had always maintained my residence and most of my personal and professional ties in Fort Worth, I chose to return to Fort Worth to continue my professional career.
