Mr. Cowan is a fifth generation native of Smith County, Texas, born in Tyler, Texas on June 14th, 1958. Mr. Cowan was raised primarily in Longview and Texarkana before his family relocated to Dallas, Texas in 1969 . Mr. Cowan's personal interests include Hunting, Fishing, and Photography.
