They cannot do that. Even if they claim that you have "abandoned" the property, there is a statutorily required notice of abandonment repossession...

The reality with camera tickets, is that even though they would normally be violations with points, they are no point violations when by a camera....

If you are not local hire an attorney. If there is an arrest warrant it may be discovered with a simple call to the police in that city or county....

You may need a lawyer to clear this up. I did this last year for a client whose application for FFL with the ATF was held up for a similar reason.

You have to ask your probation officer or the court. Many are very liberal with what they accept as appropriate community service. Some are not.
