Do not hire this attorney.
This man will take your money and do nothing. He will show up but doesn’t do anything to represent you. When you question him he told us his doctor told him not to be stressed. This man has gotten a public reprimand from the SC bar for actions against him for several of his clients.

I paid David a 5000.00 retainer and after accomplishing absolutely nothing I got 1000 dollars back. Constantly unable to get in touch with him. Claims to be in the hospital a lot. Everything seem to be a grey area with him. Very disappointed pretty much wasted 4000 dollars. I will be filing a compla...

He took my money and did nothing to advance my case
Honestly, hiring Mr. Harley was one of the biggest mistakes in my life. He didn't have any intention to do anything on my case. He took my $6000, and did nothing for 2 month. After initial phone conversation Mr. Harley asked me for a $1000 to start working on my case. He promised me to email our Cont...
This person contacted me in January 2017 and I agreed to take her case, but she decided to handle her case on her own at that time. After several months, she lost her case. Unfortunately, she contacted me after the time for appealing the case she lost had expired. However, I found a way to help her legally and to move forward with her case to help her child going forward, after speaking with her again in November 2018. She signed an engagement letter in December 2018 and paid a retainer for my services to assist her child. I informed her in December that I would not be able to file anything or focus on her matter until after the holidays, but that we had plenty of time to file a complaint. I started working on her matter over the holidays, and would have been ready to file her complaint in mid to late January. However, I got sick early January and was in the hospital for several days, in ICU. When I told her I was in ICU, she did not believe me and terminated my services. Unfortunately, in the short weeks I represented her, she seemed to expect I could do in 4 to 6 weeks what she was unable to do in 9 months. I returned her the full amount she paid, despite having worked several hours on the matter. When originally approached by this client, I had a paralegal on staff who assisted in my absence.

Would not recommend
I hired Mr. Harley in October 2018. I paid a fee in advance. He advised that family and health issues were the cause of delays and failure to start my case. When he did return calls, he was always very nice and apologetic but literally never did anything. I finally asked for a refund. He said he wo...
This is a person who had an issue with the school and wanted his school district to stop showing or discussing something news and politically related in the class. I discounted his fees significantly because I wasn't sure he even had a case. After taking his case and realizing the school took corrective action (and being hospitalized in January), there was nothing I could do as a lawyer. I did not charge him any fees. I put in for a full refund to his credit card which he originally used to pay my flat fee.

Very knowledgeable
We consulted with Mr. Harley regarding educational services for our grandson and ended up hiring him to work with our school district.
