Devlin Kyle Scarber

Devlin K. Scarber is a Shareholder at Chapman Law Group and Chairperson of the firm’s Complex Civil Litigation, Business Litigation, and Professional Negligence practices. Based in Michigan, he represents healthcare providers, healthcare facilities, correctional healthcare providers, and other organizations nationwide in complex civil litigation and professional liability matters.

With 25 years of experience in medical malpractice, negligence, and complex areas of medicine, Devlin focuses his practice on defending healthcare professionals and organizations against medical malpractice, professional negligence, wrongful death, gross negligence, and constitutional claims. He has particular experience defending correctional healthcare providers and facilities in matters involving allegations of deliberate indifference to serious medical needs and claims arising under the Eighth and Fourteenth Amendments.

Devlin brings a unique perspective to medical malpractice defense based on his extensive experience representing plaintiffs earlier in his career. This background gives him an understanding of the strategies and approaches opposing counsel may use in state and federal civil litigation, as well as a detailed understanding of the standards of care applicable to healthcare providers. He uses this experience to develop effective defense strategies for physicians, healthcare professionals, and facilities facing complex claims.

Devlin also represents healthcare providers in No-Fault personal injury protection (PIP) matters involving reimbursement for medical services. In one such matter, he successfully persuaded a jury that a neurosurgeon’s medical bills were reasonable and necessary, resulting in a PIP verdict worth several hundred thousand dollars for the healthcare provider.

His litigation experience extends to both trial and appellate courts, and his results in medical malpractice defense matters have been featured in Michigan Lawyers Weekly.

Devlin earned his Juris Doctor from the University of Detroit Mercy School of Law and his Bachelor of Arts in Interdisciplinary Studies in Social Science, with a concentration in Law and Society, from Michigan State University. While at Michigan State University, he received the CALI Book Award for Contracts.

He is admitted to practice in Michigan, the U.S. District Court for the Eastern District of Michigan, the U.S. District Court for the Western District of Michigan, and the U.S. Court of Appeals for the Sixth Circuit.

Devlin is a member of the State Bar of Michigan, American Bar Association, D. August Straker Bar Association, Wolverine Bar Association, Oakland County Bar Association, and the Healthcare Law and Litigation Sections of the State Bar of Michigan. He also serves as a tutor and mentor in the Michigan Bar Passage Program and volunteers at criminal record expungement fairs in Metro Detroit.
