Have to get a good evaluation or else you won’t meet the requirement and they’ll deny the application.

My H1B petition was approved during 2013 and petition expiry date is September 2014. My visa is still not stamped.

Might have to be a new one. Issues may come up on your previous approval though, you never worked there.

File H-1B transfer asap. Worst case is they’ll approve the petition but deny change of status, in which case you get your visa abroad.
F1 student STEM OPT status applying for F2 dependance visa? Is it less chances of approval ?

Are you working now that you’re on STEM? If so try F2 and include proof of your work and income.
