Your employer didn't need a reason to let you. Apply for unemployment.

Nothing you have described is illegal. I would suggest if you talk to a lawyer to make sure s/he's a "real" lawyer.

Unless the company has a qualified ERISA-type severance plan, the company is offering severance. Yes, they can do this.
