Ms. Carter joined NPKH on January 1, 2009, after having practiced law for twenty-one years with the firm of Moots Carter & Hogan. She is rated as an AV Preeminent Lawyer by Martindale Hubbell. Ms. Carter focuses her law practice primarily in the area of employment and labor law, representing employers, including many public and private colleges and universities and not-for-profit organizations, and in the area of annexation law and related issues on behalf of townships and municipalities. Ms. Carter has been invited to speak at numerous conferences and legal education seminars on a range of topics, including employment law, college and university law, and Ohio’s annexation laws. Her speaking engagements have included the Ohio State Bar Association’s Midwest Labor Law Conference; the Association of College and University Business Officers; the Attorney General’s Conferences for Public College and University Attorneys; the multi-state association of private colleges East Central Colleges; the Ohio Township Association; as well as presentations to and seminars for individual clients on topics such as sexual harassment training and other employment law issues and topics specific to colleges and universities such as the Family Educational Rights and Privacy Act (FERPA). Ms. Carter is included in The Best Lawyers in America and the Ohio Super Lawyers publications, where she was included in the Top 25 Women in Columbus list for 2011. She is admitted to practice before the Supreme Court of Ohio, the United States District Court for the Southern and Northern Districts of Ohio, the Sixth Circuit Court of Appeals and the United States Supreme Court.
Ms. Carter serves by gubernatorial appointment to the Ohio Higher Education Facilities Commission. She also serves as a member of the Ohio State Bar Association Labor & Employment Section Board of Governors, currently serving as co-editor of the OSBA Labor and Employment News. Ms. Carter regularly volunteers as a Mediator for the United States District Court for the Southern District of Ohio. She recently served for two terms on the Board of the Upper Arlington Public Library. In addition, she is a member of the Columbus, Ohio State, American, and Federal Bar Associations.
