Aspen Energy made a habit of paying it's non-commission employees minimum wage for a small perce...ntage of their total compensation. The larger percentage of compensation was paid in the form of mileage reimbursement that was never incurred. Aspen Energy provided mileage reimbursement forms and requird employees to sign and submit them or they wouldn't be paid. In other words, Aspen Energy was not withholding any payroll taxes as they are required to under Federal and State law.
