Philip C. Hearn began his postsecondary career at Millsaps College in Jackson, Mississippi, where he graduated with a bachelor’s degree in Business Administration. After completing his undergraduate degree, Philip Hearn enrolled at the University of Mississippi School of Law in Oxford, Mississippi. He graduated from this institution with a Doctor of Jurisprudence in 1992.
After graduating from law school, Philip Hearn accepted a position as Law Clerk to Presiding Justice Dan M. Lee, Supreme Court of Mississippi. After spending one year in this position, he took a job as an associate at the firm of Langston, Frazer & Sweet, where he remained until 1994. In 1994, Philip Hearn moved on to an associate position at the firm of Maxey, Wann & Begley, where he remained for three years.
In 1997, Philip Hearn accepted a position as a senior associate at the firm of Young, Williams, Henderson & Fuselier. He worked for this firm until 2000, when he co-founded the firm of Hearn & Thomas, PLLC. After spending seven years as a partner in this firm, Philip Hearn established Hearn Law Firm in January of 2008.
Philip C. Hearn is licensed to practice law in all Mississippi state courts and federal district courts, the U. S. Court of Appeals for the Fifth Circuit and the U. S. Bankruptcy Court for the Southern District of Mississippi.

Philip C. Hearn has received several honors and awards during his career as an attorney, including earning the preeminent AV rating from Martindale-Hubbell. To Mr. Randy F of Ridgeland, MS: You were charged with stalking in the Pearl Municipal Court. As explained to you, Rankin County in general and Pearl in particular is no place to be charged with a crime, particularly one against children. When you hired me, it was my understanding that you had been at a Mississippi Braves game by yourself when you decided to take “2 pictures of a little girl rows in front of [you] to show to [your] [allegedly sick] wife. … the little girl was at the game several rows (at least 10 or 15) rows in front of [you].” Based upon this understanding, I did in fact tell you that if those were indeed the facts, that you would be found innocent at trial. I further advised you that there was nothing illegal per se about taking photos at a baseball game open to the public. As is my usual practice learned in thirty-two (32) years of criminal defense, I told you that I could not make a final determination on your case until I had seen the State’s evidence via our request for discovery. Contrary to your allegation, we did in fact request and obtain discovery, receiving said discovery on October 24, 2022. As happens all too frequently in criminal matters, the discovery file told a very different story than the one told by you. The General Affidavit of Officer Reynaldo Olivo charged that you “did knowingly, willfully, maliciously and unlawfully stalk C.C.F. (a minor) by (B) harassing by taking photographs, said conduct serving no legitimate purpose and which in fact caused serious alarm, annoyance, harassment and substantial emotional distress to C.C.F., who is 4 years of age.” (General Affidavit of Officer Reyaldo Olivo). In support of this Affidavit were the little girl’s parents and two unrelated witnesses. The dad testified that he had been told by a witness that an older man was taking pictures of his little daughter and that when confronted the man was “rude and aggressive.” The man was identified by Pearl Police as you, Mr. Randy F, a 71-year-old man, from Ridgeland, MS. Per the dad, you told the officer that “yes, I always take pictures of pretty little girls.” (Statement of T.F., the dad). The mom confirmed her husband’s statement and that you said, “Oh I take pictures of pretty little girls all the time to show my wife” and that her daughter was “very upset … and wanted to leave.” (Statement of M.F., the mom). One witness stated that he saw you “pull your cell phone out flip camera around to zoom in on little girl in seats below us. Then four minutes later he proceeded to take another picture as they walked up stairs.” (, Statement of J.S., a witness). The other witness stated that “I noticed a gentleman wearing a white t-shirt – red bill hat take 2 separate photos of a young girl with her mother. I looked at the party that was with me and they saw the same thing. The gentleman actually “zoomed in” on the little girl as she was walking up the steps with her mother.” (Statement of T. E,, a witness). The witness statements and contents of your phone obviously told a very different story than the one told by you. At the pretrial conference, the prosecutor offered to allow you to plead guilty to disorderly conduct and pay a fine. The alternative was a trial. The prosecutor emphasized that were you to be found guilty--and with the witnesses aligned against you and the disturbing contents of your phone, you most assuredly would have been found guilty—he would seek the maximum six-month sentence allowed by law. Mr. Cole called me and informed me of the position of the prosecutor. I then told him to explain this to you. You wisely and voluntarily accepted the offer and paid a fine. In closing, Randy F, you were very fortunate to avoid a 6-month jail sentence for taking pictures of a four-year-old little girl. It was the hard work of Hearn Law Firm that kept you out of jail.
