Paul Ruby is the managing attorney at Ruby Law Group LLC (“RLG”). For nearly a decade, Mr. Ruby’s career has focused on business immigration law. The majority of RLG’s practice is devoted to employment-based “green card” petitions via the PERM/EB-3 and EB-5 categories. Mr. Ruby also has experience in other business immigration matters and prepares petitions for many other visa categories, including L-1a, H-1b, TN, E-2 and more.
RLG provides business immigration counsel to employers and investors. Among employers, Mr. Ruby experience meeting their business immigration needs in a wide range of fields, including the medical, information technology, logistics, and facilities services industries. We also are experienced in representing EB-5 investors and development groups sponsoring EB-5 projects and forming regional centers.
In the PERM/EB-3 context, Mr. Ruby has worked with businesses of all sizes across the country to assess their immigration needs and assist them hiring overseas workers. He has filed hundreds of PERMs (Applications for Permanent Employment Certification) with the Department of Labor and I-140 petitions to USCIS, with a documented track record of approval. In addition, Mr. Ruby works closely with employer clients to assist them through the required recruitment process. Our goal in all PERM cases is provide as much service and counsel as possible so as to minimize headaches among our employer clients, while putting all cases in the best possible position for success.
Mr. Ruby is also well-known in the EB-5 world. He has extensive experience on both the investor and developer sides of the process. Mr. Ruby has filed hundreds of I-526 and I-829 petitions for investors in dozens of projects with a solid track record of petition approval at all stages. In addition, Mr. Ruby has represented EB-5 project sponsors forming regional centers and developing job-creating EB-5 projects. He has a successful track record filing I-924 applications on behalf of several regional centers. In addition, Mr. Ruby brings a unique perspective to the project development and regional center formation side of the equation, having significant personal experience on the project development side himself, including in project structuring, EB-5 fundraising, obtaining non-EB-5 capital for EB-5 projects, and project oversight and monitoring.
Finally, Mr. Ruby has a wide range of business immigration experience in other categories not detailed above. He has worked with Canadian businesses and entrepreneurs to file successful E-2 and TN cases. He has worked with companies all around the world to file L-1a applications to transfer executives and managers to the United States. Mr. Ruby has also helped domestic employers in a wide range of nonimmigrant matters, especially H-1b matters. Ruby Law Group can also assist in family or personal immigration matters if requested.
By way of training and education, Paul Ruby earned a B.A. from Brown University in Providence, Rhode Island and a J.D. from Marquette University in Milwaukee, Wisconsin. He was admitted to the Wisconsin Bar in 2007 and practices exclusively federal immigration law. Mr. Ruby is a member of AILA, the American Immigration Lawyer Association. In 2012, he served as the Editor of the legal and resources sections of “The EB-5 Book,” in which he also authored the section on how to file successful investor petitions. Mr. Ruby has spoken on EB-5 matters to audiences of attorneys, project developers, service providers, and investors across the country and around the world, including in China and Vietnam, and has also educated lawyers in Continuing Legal Education seminars on EB-5 visas, consular processing, and high-skilled immigration.
