Kathleen “Katie” Berkey is a Florida Bar Board Certified Specialist (BCS) in City, County and Local Government Law and a certified Professional Planner by the American Institute of Certified Planners (AICP). Ms. Berkey is the only practicing professional to hold both credentials in Southwest Florida and one of eight statewide. She represents clients in zoning, land use, and planning matters, including: representing clients in local government administrative matters before city and county commissions, councils, and boards; environmental resource and water use permitting; local and state code compliance; and private and government contracting and negotiation. As a certified Professional Planner, she is qualified to provide expert witness testimony on zoning, land use, and planning issues. Ms. Berkey also represents condominium, cooperative, and homeowners’ association clients with the management and operational aspects of governing their communities, as well as zoning and land use matters. Prior to joining the firm, she practiced community association, land use, zoning, and local government law, working closely with federal, state, and municipal agencies and served as a Senior Planner and Project Manager for a national planning, design, and engineering consultant.
Board certification is the highest level of evaluation by The Florida Bar of the knowledge, skills, and proficiency of attorneys in City, County, and Local Government Law, as well as professionalism and ethics in law practice. This specialty encompasses the preparation of laws, ordinances, regulations, and legal instruments, as well as addressing legal issues of county, municipal, other local governments, special districts, agencies, or authorities, such as: land use and zoning, taxation, sunshine law, public records law, eminent domain, sovereign immunity, and procurements.
