Is there a 2 dismissal rule in foreclosure so that after filing 2 times and both are dismissed - bank cannot file ever again?

No, in Florida the suit can be filed, and restarted as many times as necessary.
In case where tenant abandoned the property and stop paying rent for 15 days, landlord can take possession of property.
