Biography
Jay is a partner in the firm of Hartsell and Williams PA and has been practicing with the firm since 1998. Jay handles an array of legal matters in many different areas such as speeding tickets, traffic violations, DWIs, drug cases, misdemeanors and felonies. Jay also handles matters in the civil arena from personal injury to domestic/family matters.
Jay takes pride in working with clients and understanding their individual needs and strives to help them understand what they are facing and provide them with the options and education to make informed decisions.

Jay has handled matters both as a prosecutor in the Mecklenburg County District Attorney’s office and as a defense attorney in private practice. This unique experience of handling matters provides him with an insight that few others are provided.
Jay successfully handles and tries cases involving traffic violations/matters, DWIs, misdemeanors, felonies ranging from low level felonies such as drug charges to First Degree Capital Murder. In the civil courts his success includes matters involving personal injury, breach of contract, domestic and family matters and other civil litigation issues in District and Superior Court. His experience in worker’s compensation cases include trials and hearings before the Deputy Commissioners.
Jay successfully represents the Cabarrus County Department of Human Services in the areas of child protection services, adult protections services and the establishment and enforcement of child support.

Replied last May 09, 2016I am sorry to hear that you do not feel that you received the value for which you paid. The legal strategy that we implemented ended up saving you a large amount of money and the State dismissed the case. Regarding my associate, she was in continual contact with me throughout the proceedings and handled everything exactly as I would have had I been there in person. We discounted our legal fees and filed an expungement right away. Feel free to contact me at our office if you have any additional concerns.
