Jay is a longtime partner at Hartsell & Williams, P.A. He has practiced with the firm since 1998 building a reputation grounded in trust, results, and word‑of‑mouth respect. Jay represents clients across a wide range of legal matters, including speeding tickets, traffic violations, DWIs, drug charges, all types of misdemeanors and felonies.
Jay takes pride in truly understanding what each client is facing. He explains the law in clear terms, outlines options, and helps people make informed decisions at a time when everything feels uncertain. Many clients say Jay guided them through what felt like “the worst moment of their life,” and his ability to meet people with both honesty and compassion is a hallmark of his practice.
His perspective is shaped by experience on both sides of the courtroom—first as a prosecutor with the Mecklenburg County District Attorney’s Office, and later as a defense attorney in private practice. He has also handled workers’ compensation hearings and trials before the Deputy Commissioners, giving him a breadth of insight few attorneys can match.
Jay also serves the community by representing the Cabarrus County Department of Social Services in child protection matters. Outside the courtroom, he invests his time in the Rotary Club, his church, and the broader Concord and Cabarrus communities. When he’s not advocating for clients, he’s usually with his family—the role he values most.
