Justyn Ann Baxley’s practice with JAG Defense focuses on security clearance law and administrative law, to include representation before Military Boards for Corrections. Prior to joining JAG Defense, Ms. Baxley worked as a program manager of U.S. Agency for International Development (USAID) and Millennium Challenge Corporation (MCC) funded projects for an international law firm.  From 2003 to 2005, she worked as a government relations attorney with the Boston Bar Association advocating bar positions before legislative, executive and judicial branches of the Massachusetts government.

As the daughter of a Naval officer, Ms. Baxley grew up primarily in the Tidewater area. In 1998, she graduated from the University of Virginia with a Bachelor of Arts in Psychology. In 2002, Ms. Baxley received her Juris Doctorate from the University of Richmond School of Law, where she served as a senior staff member of The Richmond Journal of Law and Technology and taught as an assistant in the Lawyering Skills I and II classes. In December of 2002, she was sworn into the Massachusetts Bar.

AMAZING TO WORK WITH!!!

Supplemental Information Request - Security Clearance Adjudication
After researching and reviewing multiple attorneys for security clearance law, I decided to consult with Mrs. Baxley and the firm at JAG Defense. I will say this was a great decision. Mrs. Baxley was both professional and knowledgeable in our conversations. All I really had to do was answer her questions and provide what I could. After submitting my statement to DODCAF, it was a couple days later when my SCI clearance was reinstated. Retaining Mrs. Baxley was like bringing a battleship to a gunfight. I would definitely consider retaining her again. I endorse and recommend this lawyer.

I had a wonderful experience with JAG Defense and Mrs. Baxley. She maintained the highest level of professionalism but also made sure there was a comfortable lawyer - client relationship. Professional Security Clearance Attorney
I'm a civilian employee of the department of defense. My security clearance was under a preliminary decision to be revoked by the DOD Consolidated Adjudication Facility (CAF). I was wrongfully terminated from a previous position, and my former employer had said things about me to the investigators that were untrue or stripped of context. The preliminary decision to revoke my security clearance came out of nowhere, and I was suddenly in a very stressful situation where I could lose my job. The commanding officer at my current position was livid this was happening to me. He appreciated the work I did and knew someone from my past was just trying to hurt me. He contacted the JAG officer on base, but JAG officers are not able to help civilian employees. The JAG officer recommended I reach out to the law firm JAG Defense. I did so, and has a consultation with Ms. Baxley. From the start, Ms. Baxley was professional and knowledgeable about the DOD CAF and the security clearance adjudication process. At the start, I felt blindsided. Ms. Baxley was able to explain what was happening and why and what I could do about it. She was able to give me a frank assessment of my case and explain what she could do for me if I hired her. I chose to hire her, and she specifically laid out what I needed to do in easy to understand steps. I provided the information she requested. Throughout the process, she was easy to get in contact with and responded to all my questions or ideas about my case promptly. I was an active participant throughout the process, and conducted several proofreads of the response. After we were both satisfied, we submitted the response to the DOD CAF in a timely manner. Ms. Baxley submitted an independent copy of the response, just in case my agency failed to do so, which gave me more piece of mind. Four months later, the CAF ruled favorably and my security clearance was fully reinstated. It was nice to see this situation resolved so successfully. I'd recommend Ms. Baxley to anyone having issues with their security clearance.

Impeccable Legal Services!
Ms. Baxley is an extremely diligent and proficient attorney who helped not only helped lead me through the Personnel Security Notice of Intent to Revoke Eligibility for Access to Classified Information and/or Eligibility to Hold a Sensitive Position via a Statement of Reasons. To be clear this was a personally tough process to go through, but Ms. Baxley provided balance and clarity, and diligently worked my case. To date, it was the BEST decision to hire her! I was reinstated to full duty in less than the allotted time the Security Office had to render a decision regarding my clearance. I believe her work product is a direct testament to the Security Office's quick decision. There is no doubt that she will be the first person I refer to anyone who has the burden to clarify/respond to a Notice of Inquiry - without question, she is one of the best.

Extremely Helpful With First-Time Security Clearance & SF-86
Navigating the security clearance process for the first time can be intimidating. As a civilian, I was unsure what responses on my SF-86 could make or break a job offer for a position I very much desired and felt that without guidance I would be leaving everything up to chance. Add to that an extremely short turnaround time in which all paperwork was required to be submitted and I knew I needed the assistance of a pro. Following a brief initial telephone consultation, Ms. Baxley scheduled a call with me the following day and worked with me on both weekdays and weekends, replying to my emails promptly and with guidance that only someone with her expertise could provide. Thanks to Ms. Baxley, I obtained my clearance. Without her I would have been flying blind and issuing responses on my SF-86 that likely would have delayed my clearance or potentially even disqualified me from obtaining a clearance. I am grateful my clearance adjudication reached a successful conclusion and glad I accomplished it with Ms. Baxley.

Committed, Detail Oriented, Compassionate, Knowledgeable: Everything You NEED in an Administrative Lawyer
Mrs. Baxley reviewed my BCNR related questions and evidence thoroughly. She then agreed I had a justifiable reason to apply, crafted a logical and winning argument. Everything asked for in my request was granted by the BCNR in its response letter to the CNO/PERS including the removal of FC-17/Adverse information from my OMPF. I will also note she wasn't entirely sure at first how to argue my case, but she took the time to find the applicable instructions and used them to explain the injustice in legal terms that were compelling. I would work with her again!

Knowledgeable, expert assistance and advice on my response to DoD CAF Intent to Revoke Eligibility for Security Clearance
Ms. Baxley advised and assisted me with my response to DoD CAF Intent to Revoke Eligibility for Security Clearance. She was knowledgeable in the process, provided me the guidance on steps to take, information gathering, and what information to put in the responses. She assisted me with multiple FOIA request letters knowing the codes requiring the agencies to provide faster response to the request. She provided the format of the letter which would give the whole person view and address the statement of reasons identified by DoD CAF. She took may requested input information and was able to put a coherent, technical argument why the statement of reasons was not the whole person that DoD CAF was assessing.

Security Clearance Letter of Intent
Justyn Baxley did a fantastic job in helping me write my reply to a Letter of Intent to revoke my eligibility for a security clearance. This would have resulted in me loosing my job. I did not have to hire an attorney and could have responded on my own but it was worth every penny to have someone with experience help me. Justyn knew the law, was very polite, always responded quickly to questions, and never once did I feel judged. The result was I was able to keep my clearance and my job. If you are looking for help in a similar situation, I suggest speaking with Justyn.
