also known as Maryland Education Lawyer
Nicole Joseph is a Maryland special education lawyer who represents students with disabilities and their families in disputes with public school systems across Maryland. With more than 20 years of experience in education law, she focuses her practice on helping families secure appropriate services and placements for children under the Individuals with Disabilities Education Act (IDEA) and Section 504.
Nicole represents families in matters involving IEP meetings, Section 504 plans, special education eligibility disputes, school discipline, and special education due process hearings. Parents often contact a Maryland special education lawyer when a school fails to identify a disability, refuses needed services, fails to implement an IEP, or proposes an inappropriate placement. Nicole helps families navigate those disputes and advocate for appropriate educational programs.
Her work frequently involves students with dyslexia, ADHD, autism, and other disabilities that affect learning. She has particular experience representing twice-exceptional students whose strengths may mask underlying disabilities.
Before entering private practice, Nicole represented hundreds of students and families in special education and school discipline cases as an attorney at Disability Rights Maryland, the state’s protection and advocacy organization for individuals with disabilities. Earlier in her career she worked in schools, giving her firsthand insight into how special education systems operate.
Nicole regularly speaks and trains on special education law and the rights of students with disabilities for parent groups and professionals, including programs for Verbal Beginnings, Pathfinders for Autism, the Autism Society of Maryland, and the International Dyslexia Association.
Her writing has appeared in the Maryland Bar Journal and The Trial Reporter, and she has appeared on WYPR and WPFW discussing special education law and the IDEA.
Nicole earned her undergraduate degree from Oberlin College and her law degree from the University of Maryland Francis King Carey School of Law. Super Lawyers named Nicole a Rising Star in Education in 2012, and Baltimore Magazine named her a Top Attorney in Education Law 2026.
