For more than three decades I've concentrated my legal practice on the highly specialized legal services required of my unique group of special clients: Students, Youth, Children, Juveniles, Young Adults, and their parents. I am a fully licensed attorney practicing continually in Maryland and (before giving up my license there, in Washington, DC). Early on in my law practice, I  dedicated my career to providing the finest in legal services, specially tailored to the unique needs of my young clients. My law office concentrates on education law, and student-school law, juvenile law, and Juvenile court cases. For over 30  years concentrating on all legal matters of young people. I've appeared as counsel in juvenile court appearances in hundreds of cases. I've appeared before virtually every school district office within Maryland, most Maryland Circuit Courts, and Juvenile Courts in various jurisdictions within the greater D.C. Metropolitan region and many others throughout the State. School issues, free speech and assembly, residency and student transfers, all disciplinary matters from suspension through expulsion and the possible appeals thereafter. Juvenile justice and police involvement, representation and the right to counsel. My practice involves a global reach of legal issues impacting youth, students and their parents or guardians. Dedicated. Will go the extra extra mile and fight.
We met Mr Hoover about 6 months ago on behalf of my grandson. This was our first encounter with the juvenille system so we were very nervous. He as genuine in his interest and addressed all our concerns. My grandson felt comfortable with him right away. Through this process, he has proven to be knowledgeable. He explained every step of the process and things happened exactly like he said they would. He was very dedicated and committed and his tanacity in the court room was extraordinary. What I know for sure is that Patick Hoover will FIGHT for you. I will HIGHLY recommend him.

Great attorney, completely worth the price
I hired Patrick Hoover to help my son who got in trouble with his school for having marijuana on school property. I went in for a consultation before my son's expulsion meeting and hired Mr. Hoover. He went through the whole process with me before hand and assured me that it should go rather smoothly since my son did not have that much pot on him. He was right. Mr. Hoover knew everyone at the meeting and seemed to know exactly what he was doing. He spoke up for my son and stood up for his right to a free and appropriate public education. He got my son back in school within the next day with a mere slap on the wrist and no suspension. He also went to the intake conference with us at the Department of Juvenile Services and got the intake officer to keep it from going to court. Overall, Mr. Hoover was an excellent attorney. He knew exactly what to say and I felt completely at ease knowing he was defending my son. He got my son back in school and kept him from having to go through the juvenile court system. I couldn't ask for a better attorney.

Five Stars! Successfully resolved my child's education issue quickly and easily!
I had an issue with my child's school and I was contacting attorney after attorney to find someone who would help me. Every firm I called said that they weren't able to handle education issues, and were weeks or even months booked out for consultations. Because my issue was time sensitive, I needed a consultation as soon as possible. I finally found my way to Pat Hoover and I just can't say enough good things about Mr. Hoover and the experience I had. I am so very grateful for his expertise, advice, and guidance. He answered his phone after hours, he was able to schedule my consultation within 48 hours, and our consultation session even ran way over the time due to the convoluted nature of my issue (which involved COVID 19 and multiple parties). Even though I'm sure my issue was "small potatoes" compared to most cases, he treated me professionally and I was made to feel that my issue was important to him. He brainstormed ideas on how to move forward with resolving my issue as quickly and easily as possible. He gave me me several options and ultimately, my issue was resolved quickly and easily. Nobody anticipates these types of issues but I would not hesitate to refer Patrick Hoover or use him again in the future. I found his costs to be fair and reasonable. Juvenile case well done
I hired Mr. Hoover to represent my son in a juvenile case and was extremely satisfied with his services. Mr. Hoover explained the judicial process and what we should expect. Everything Mr. Hoover said he would accomplish was done and my son does not have a juvenile record. Great Lawyer
I got into some legal trouble and needed to find a good lawyer fast. After meeting with 4 different lawyers I met Mr. Hoover and was immediately impressed. He laid out everything that was going to happen in simple terms and seemed trustworthy. After hiring him he immediately began to work on my case and send me regular updates. Prior to going to court he emailed employees for the state department and got me into a probation before judgment program (PBJ.) As a result of this the judge expunged everything from my record very quickly and easily. I would recommend Mr. Hoover to my friends and family in a heart beat.

Excessive time Limited Value
We were convinced by our primary attorney to speak with Mr Hoover because he was touted as the expert in education law. Boy was that a mistake. Without approval, He went haywire with the amount of time he spent as if he had an unlimited budget. We never gave him the authority to spend as much time as he did. Nor did we have an engagement letter that formally hired him. When we questioned his invoice and the amount of time he spent, he threatens to sue us if we don't pay. Further if we had received commensurate value we wouldn't have had a problem paying his bill. Beware of using this attorney unless you have a very clear idea "in writing" as to the amounts he will charge you. Dissatisfied client.
