Biography
I formed my firm in July 2003 to undertake a pro bono matter matter that I could not undertake pro bono with my prior firm. Since then, I have worked primarily on Clean Air Act issues and administrative-law challenges to actions by federal agencies, including EPA, HHS, FDA, and DOE. Environmentally, I have significant experience in the Clean Air Act, especially the preemption of state and local vehicular standards, as well as TSCA and FIFRA.
With civil rights, I am the national expert (through lack of any competition) on the administrative history of federal "Title IX" regulations.
Beyond these specific substantive areas, I work extensively in the general area of judicial review of agency action under the APA, Section 1983, and their state-law equivalents.
