I am a former active duty military JAG attorney.  I spent the majority of my active duty JAG career as a military defense counsel.  When I was a JAG, I served first as a base level military prosecutor, and then was selected to serve as a base level military defense counsel and then as a regional military defense counsel. 

 

I have been handling military cases, on and off active duty, continuously since 1995.  As a civilian court-martial defense attorney and military defense lawyer, I exclusively handle military cases because I care so deeply about representing and defending those who serve in the military and defend all of us.  I handle all types of military cases involving disciplinary and adverse actions, including court-martial defense, defense against administrative boards such as administrative discharge/separation boards, FEBs, MEB/PEBs, Discharge Review Board, Board of Corrections for Military Records, etc. I represent military clients facing military discipline, adverse administrative actions, appeals and investigations.  I offer free initial case consultations.

Amazing Attorney!
I am a military officer who was generally accused of domestic violence by a civilian I was in a past relationship with.  I faced a general court-martial trial, in which the maximum punishment if convicted could have been decades in prison, a dismissal (dishonorable discharge equivalent) and, as a collateral affect, I would have lost my military retirement.   Mr. Stevens represented me in this case from the very beginning. Almost two years to be exact.  During the course of the case, there were multiple motion hearings.  Mr. Stevens wrote and filed the motions, questioned the witnesses on the stand during the motion hearings, and argued the motions. The case then proceeded to trial, and there were multiple charges and allegations to defend against.   Mr. Stevens' performance in court was  so much more than I could have asked for, he was like a well oiled machine. There were times where I was convinced he knew more about the law than the judge. His questioning of witnesses was was unbelievably well prepared, professional and always eloquent. His cross-examination of the complaining witness was very thorough and effective.  His closing argument was, likewise, very thorough and impactful, I tell people it was like watching a symphony, it was over two hours long and was what the jury needed to hear in order to find me not guilty.  Ultimately, I was found not guilty of the most serious offenses and the case went into sentencing on what I was convicted of.  In the sentencing hearing, Mr. Stevens questioned the sentencing witnesses and made the sentencing argument.  Again, his sentencing argument was so unbelievably impactful and I believe it was this that secured my retirement.  The trial began as a very serious felony type case.  The sentence I received was like a misdemeanor type sentence, and it did not include a punitive discharge.  Because of that, I was able to retire honorably from the military and most importantly secure my retirement. Mr. Stevens' advice, representation, advocacy in motions and trial, and work on the case was life saving.  I truly believe had I not gone with Mr. Stevens the outcome would have been much different.  One of the more difficult parts of being put under investigation then being told you would be facing a court martial is trying to decide if you should hire a lawyer, then even more difficult is deciding who you should retain.  I started with a list of lawyers but ultimately decided on Mr. Stevens.  My decision stemmed from the overwhelmingly strong recommendations I received from other military members, as well as a Judge who is a friend of the family who asked around and came back with Mr. Steven’s name.  Also, Mr. Stevens is reasonably priced. He started at about half the price of the other attorneys I interviewed.  I believe this is because he does this job not for the money but because he loves his work.  I would, without a doubt, recommend Mr. Stevens if you face criminal allegations in the military justice system.  I can’t stress this enough.  This process is very long and mine specifically took two years to litigate.  During this process I was always able to get ahold of him, day or night if i needed him he was there.  I probably sent hundreds of emails over the course of two years and never once did Mr. Stevens take issue with it.  He was always there to answer questions I had, even in the evening.  If you are reading this because you are currently facing a possible court martial I am sorry, but please trust me in saying that Mr. Steven will represent you to the upmost of his ability and you should feel confident in choosing him.  If I had to go through this whole thing again I would do some things differently but I would without question hire Mr. Steven’s again.

Even Other Military Lawyers Will Tell You He's the Best
I am a military officer who was falsely accused of sexual assault by a civilian. I faced a general court-martial trial, which, if convicted, would have resulted in decades in prison and registration as a sex offender. With my future and livelihood on the line, I sought out the best representation possible, and came across Rich Stevens. Mr. Stevens represented me in this case from the Article 32 hearing onward, and his tenacity resulted in the case ultimately being dropped after a lengthy investigation and legal process. From the very beginning, the complaining witness's motivation to lie was obvious, and their credibility issues were considerable. Mr. Steven’s efforts resulted in a positive recommendation from the Article 32 Preliminary Hearing Officer, but the case proceeded forward to trial anyway. During the course of the proceedings, Mr. Stevens represented me through multiple motions hearings. This included his writing, filing, and arguing of said motions, as well as his questioning of witnesses and experts on the stand, including the cross-examination of the complaining witness on numerous occasions. Mr. Stevens' performance on my behalf was nothing short of strategic and overwhelmingly compelling. His preparation was thorough, and he took into account all aspects and angles of the available evidence. In the courtroom, his questioning of witnesses cut straight to point, and clearly demonstrated the inherent weaknesses of the government’s case. His arguments eventually led the government to conclude that continuing was not in its best interest, resulting in the case’s dismissal. After the case concluded, Mr. Stevens continued to advise me and assist with issues that needed to be addressed to fully clear my name, which in itself was a lengthy process. Mr. Stevens' representation, advocacy, and work on the case was crucial in demonstrating my innocence and in combating the idea that all sexual assault allegations must be believed. If you find yourself facing a similar situation, please understand that the system is going to be heavily weighted against you, regardless of how false and unbelievable the allegations may be. The absolute BEST
I am a military SNCO who was falsely accused of sexual assault by another military member. I was wrongfully convicted, my case was overturned on appeals, but the Convening Authority preferred charges AGAIN!! I faced a general court-martial trial and, if I was convicted, not only would I have had to face a sentence for something I did not do, but I would also have been required to register as a sex offender. I knew deep down that it was something I did not want to risk so I did my research. Mr. Stevens' name was at the top of every list/person I spoke with, but I didn't think he could live up to the hype. I was so happy to be WRONG about that...he's a BULLDOG in the courtroom! Mr. Stevens represented me in this case, and I was found not guilty at trial. He walked me through the process and was available to answer any questions I may have had. He also provided great advice, wasn't pushy with his recommendations, and reminded me that decisions were ultimately mine. I pled not guilty in front of a military panel ("jury") Mr. Stevens handled all aspects of my court-martial trial. In separate motion hearings, he filed and argued many motions to help us present my defense and obtain discovery. His written motions were very detailed and organized. Likewise, his motion arguments during the motion hearing were a sight to see. When my case went to trial, Mr. Stevens presented both the opening statement and closing argument, and he questioned all major witnesses, to include cross-examining the complaining witness and government expert. Mr. Stevens' opening statement was like something out of a movie. He painted a picture for the jury and did an even better job presenting evidence to back it up. His questioning of the witnesses was even more impressive. Particularly with regard to his questioning of the complaining witness, and exposing her lies and her motive to make false allegations against me. His cross-examination of her was noteworthy. He asked direct questions and impeached her on statements she made at the previous trial. Finally, Mr. Stevens delivered his closing argument, to wrap up the case, and to show the truth of my innocence. His closing argument was very thorough. He walked the jury through everything that he previously laid out. He re-attacked key points, her lies and inconsistencies, and reaffirmed to the jury that anything other than NOT GUILTY was inconceivable! After a long investigation and intense trial, I was found not guilty of the allegation. Mr. Stevens' representation, advocacy, and work on the case was crucial to show my innocence and to combat the idea that all sexual assault allegations must be believed. I would, without a doubt, recommend Mr. Stevens if you face criminal allegations in the military justice system. He is definitely someone that you want on YOUR team.

The best of the best
I am a military officer who was falsely accused of sexual assault. With the allegations being completely false and some very clear motives to fabricate from the accuser, I was sure that the government would quickly recognize these claims were clearly false and let me move on with my career.  I was completely wrong... As the investigation continued I started to quickly realize that you are ‘guilty until proven innocent’ with respect to sexual assault allegations in the military. I felt as if my branch that I served faithfully for years quickly abandoned me and chose to take the word of an individual with several documented integrity issues.  As I started to realize the severity of the situation and the investigating agencies willingness to conduct a biased investigation in order to collaborate an almost inconceivable narrative, I began my search for legal representation. I had consultations with over a dozen attorneys. I read reviews, case results, bios, strategies, and talked to everyone from high profile costly attorneys with lavish social media accounts, to the newest firms specializing in court martial defense. Ultimately, I stumbled across Mr. Stevens' blog. I decided to give him a call. First impressions are everything and what I can tell you is that my first impression of Mr. Stevens was that he is the guy I can put my trust in. During the consultation, I did not feel rushed like I did with others. I did not feel like I had to cash a check at that moment in order to get some ‘real advice.’ I felt as if I was talking to a friend that was giving just the right amount of guidance for that stage of the game. Mr. Stevens tactfully gave me a ‘reality check’  and  incredibly sound counsel.  His knowledge of the system is unparalleled. I was amazed at his attention to detail and meticulousness. It was incredibly unbiased and in my opinion he conducted a superior investigation compared to the government. As we began to prepare for my defense “new information came to light” and the complainant decided not to participate and dropped their false allegations. One thing that gave me a little peace of mind at night was that Rich was on my side. An acquaintance familiar with the inner circles of the military justice system asked who I decided to have represent me. I told them “Mr. Richard V. Stevens, have you heard of him?” They just smiled and replied “I know Rich… he is the best of the best.”  No matter how early it is in your situation, speak to no one. In today’s culture a single accusation (no matter how ridiculous) will be taken as truth by the government as you find yourself preparing for a GCM. Exceptional Attorney For False Allegations of Sexual Assault

I faced a general court-martial trial, in which the maximum punishment if convicted was decades in prison and I would have had to register as a sex offender. Mr. Stevens represented me in this case, and I was exonerated at trial. I plead not guilty in front of a military judge and Mr. Stevens handled all aspects of my court-martial trial. In a separate motion hearing, he filed and argued motions to help us present my defense and obtain discovery. Ultimately, he was able to obtain discovery that we used in defense of my case. Honest Attorney with the experience you are looking for!
I am a military NCO who was falsely accused of sexual assault by a civilian who I previously had a relationship with. I faced a general court-martial trial, in which the maximum punishment if convicted was decades in prison, a dishonorable discharge, and I would have had to register as a sex offender. Mr. Stevens represented me in this case, and it was ultimately dropped. I entered a plea of not guilty and we were prepared for trial when the complainant backed out and the case was dropped. She did not back out because of luck, there was a lot of work that ended in this result. Mr. Stevens handled all aspects of my case. We had more than one motion hearing, in which Mr. Stevens wrote and filed the motions, questioned the witnesses, and argued the motions in front of the military judge. Several of these motions had to do with discovery we were seeking, and issues regarding the background and credibility of the complainant. Mr. Stevens cross-examined the complainant during the motions hearings. His motions, court performance and arguments during the motion hearing added so much value and pointed out the weak points in the evidence presented by the government. His work during the motion broke down the government's case, and it led to the complainant backing out at the last minute. In preparation for trial, Mr. Stevens wrote and submitted our various filings, and prepared to handle all the major portions of the case - to include voir dire, opening statement, witness questioning, cross-examination of the complainant, and closing argument. I am not a lawyer, and I had a lot of questions about strategy, evidence, procedure, etc. Mr. Stevens always made himself available to answer my questions until I understood his points. He included me in defense discussions and strategy decisions. He made me part of the defense team. I had a lot of anxiety about being falsely accused of something like this, and Mr. Stevens did a lot to work me through what is a very difficult process. My military career had now continued, and the case is behind me. I would definitely recommend Mr. Stevens if you face allegations in the military justice system and/or a court-martial. I believe without the help, guidance and experience that Mr. Steven's brings to the table, my case may not had the positive that I recieved. Mr. Stevens is the best legal representation for those wearing the uniform.
I am a recently retired military officer with 30yrs of service who was falsely accused of sexual assault by a fellow service member after a night of drinking. I originally was facing a general court-martial trial, in which the maximum punishment if convicted would be decades in military prison, a punitive discharge, and I would have had to register as a sex offender. Mr. Stevens represented me in this case and, thanks to his efforts on my behalf, I retired honorably without a conviction. Mr. Stevens began representing me during the investigation phase of the case, leading up to what would have been court-martial charges. However, the electronic evidence in the case showed that I was not guilty of sexual assault. Even though the electronic evidence contradicted the complainant's claim, she continued to falsely insist she had been sexually assaulted that night. Because of this, although the command was forced to drop the court-martial case, they began to take administrative actions against me based on her claims, to try to kick me out of the service. Mr. Stevens continued to represent through this whole process. It was clear from our discussions that he was extremely knowledgeable about military law and had decades of experience. His advice and experience were critical to the successful outcome of my case. Beyond Mr. Stevens' skill as a defense attorney, his support was very important to me. Going through this process, particularly with so much on the line (including retirement), is very difficult and stressful. There were a lot of low points. His support really helped me through when i felt like I was at the lowest and darkest point of my life. I am a military Senior NCO who was falsely accused of sexual assault by a civilian acquaintance. I faced a general court-martial trial. Mr. Stevens represented me in this case, and I was completely exonerated. I plead not guilty in front of a military "jury" consisting of officers and enlisted. Mr. Stevens handled all aspects of my court-martial trial. In a separate motion hearing, he filed and argued motions to help us present my defense. The written motions were extremely well written and the intent was more than I ever expected. His legal knowledge was superior. Likewise, his motion arguments during the motion hearing were vital to ensure I received a fair trial and ensured all possible evidence would be discovered. When my case went to trial, Mr. Stevens conducted the voir dire, delivered both the opening statement and closing argument, and he questioned all major witnesses, to include cross-examining the complaining witness. Mr. Stevens' opening statement was precise, direct, and to the point. His questioning of the witnesses demonstrated his high level of experience. Particularly with regard to his questioning of the complaining witness, and exposing her lies and her motive to make false allegations against me, his cross-examination of her was vital to my defense and left no doubt for the panel of jury members that she was not being truthful. Evaluation of Representation by Mr. Richard V. Stevens - worth his weight in gold, ALMOST CERTAIN to get the result you want!
I am a military officer who was accused of misconduct during my career. Upon direction of my commander, I faced an involuntary administrative discharge board where the government attempted to end my career. Mr. Stevens represented me during my discharge board hearing, which, like a trial, included an opening statement, cross-examination of government witnesses, to include my commander, and presenting of witnesses and evidence on my behalf before delivering closing arguments over multiple days. I hired Mr. Stevens, after working with another lawyer whom I fundamentally disagreed with in terms of a winning strategy. My philosophy was that the charges were somewhat petty and taking this to a board in the first place was based on a misinformed and over-reacting command climate. Interestingly, as a result of the disposition of my case, and Mr. Stevens speaking truth to power, the climate has since changed. Coming across as apologetic and throwing myself on the mercy of the board, was not the approach that I sought to take. I wanted to refute the charges, and I believed there was enough on my side to be able to do that. Ergo, I wanted a lawyer that shared the sentiment, and would then step in and SELL that narrative. Although my Area Defense Counsel mostly shared this view as well, and was very competent for his level of experience and I valued his counsel, I wanted the absolute best chance at winning this case, as this was a binding decision and a once in a lifetime event that would forever change the course my life would take. In my mind, it would have been a very regrettable decision to leave that any more to chance then necessary. While Mr. Stevens may or may not have as much notoriety as some lawyers, that isn't what makes a good lawyer. I had previously heard of Rich's work from another service-member, had looked at his website once before, and since he came recommended to me by the my appointed counsel (AC), I called him. From the first time I contacted him leading up to the case, I felt that he was frank and gruff with me about what to expect from the government and what was important to focus on to win this case. He was able to sift through the array of evidence and hearsay I had for and against me and determine the best course of action better then I or the AC ever could have. Both in the courtroom and in person he is a straight-shooter and he will set you straight and help align you with the reality of your situation, which I needed and appreciated. He is speaking from his experience dealing with the government going after you. I felt he was great at exploiting holes in the prosecutions arguments and unpreparedness in certain areas, as well as scientifically building a narrative into the minds of the board members to anticipate and control their train of thought within the limits of rational and equitable decision making. The disposition was no basis for discharge, I was retained, and have a clean slate. While your mileage may vary depending on the specifics of your case, I can wholeheartedly say that Rich is the most competent lawyer I have ever worked with, and that is saying a lot because I've interacted with 7 lawyers over my life, spoken to and have friendships with others, AND i thought that the AC was the best I had worked with, before I met Mr. Stevens! I believe this gentleman is a cut above even the top tier of lawyers out there both military and civilian. Whatever the burden of proof allows for, you will get with Rich, whatever speculation the jury or judge may have when they have to decide your case, will become as objective a decision as possible. He will SELL and paint as clear and favorable of a narrative/picture as the evidence allows for, to influence the decision makers to generate as much clemency or as favorable a decision possible. He's easy to get a hold of and always responds within 24 hours. He won't take a heavy case load so he can give each case enough attention.

Not Guilty on all Charges and Specifications
Mr. Stevens was amazing in defending me throughout my General court Martial and I'm not saying that term lightly. I literally owe him my life and freedom. If you want to be spending time with your loved ones and not sitting in a military prison then you should very much consider reaching out to this man. Hiring Mr. Stevens was one of the best decisions I've ever made, and I would do it again a thousand times over. I am a military NCO who was falsely accused of sexual assault and related claims by a civilian. I faced a general court-martial trial, in which the maximum punishment if convicted was decades in prison and I would have had to register as a sex offender. I plead not guilty at trial and Mr. Stevens represented me during my court-martial. This included him filing and arguing pretrial motions, delivering the opening statement, cross-examining the complainant and key government witnesses, calling multiple expert witnesses to the stand on my behalf, and delivering the closing argument. Mr. Stevens has a very good reputation as an ethical and very effective defense attorney in the Military Justice System. Successful Defense
I am a senior military officer who was falsely accused of sexual assault by another military member. A senior sex crimes prosecutor was on the case against me. I was represented and defended by my military defense attorney and I hired Richard Stevens as my civilian defense counsel in the case. The processing of my case was lengthy, but Mr. Stevens was always available to discuss the case with me and to advise me regarding various issues in the case. He always described things in a way that they could be understood and appropriately considered. There were significant legal issues in my case prior to the litigation of the allegations, and Mr. Stevens submitted briefs and argued the discovery and evidentiary issues - which we prevailed on. Mr. Stevens made the opening statement in my case, he questioned the important witnesses, and he delivered the closing argument. Because of my rank, the panel members were very senior, and Mr. Stevens was able to confidently and comfortably communicate to them, based on his prior military experience and the length of his affiliation with the military legal system. His witness questioning skillfully exposed the facts necessary to show my innocence. Mr. Stevens' closing argument was perfect! He tied together the facts, evidence, testimony, and instructions into our theory of the case, and was extremely persuasive in how he argued. He prepared a timeline of the important facts of the case, to indicate the motive of the complainant to make her false claims. He pointed out the inconsistencies in her story, and the inconsistencies between her story and what other witnesses said. After waiting so long to have my case fairly heard, it was a relief to have such a strong and thorough closing argument that left no doubt that the allegations against me were false. That was exactly why I brought Mr. Stevens onto the case! Although I was still nervous about the outcome, I was not surprised when the members announced we had won. It was the right result based on my innocence, but it was also the right legal result, based on the work of my defense attorneys. My career and my retirement were saved. I highly recommend anyone facing legal trouble in the military hire Richard Stevens as their civilian defense attorney, and if they face rape or sexual assault allegations, I can't imagine going to court without attorney Richard Stevens on your side!

I'm forever Grateful! Saved my Family and my life
I am a military member who was falsely accused of sexual assault by an acquaintance. I faced a general court-martial trial accusing me of sexual assault, and the government had a prosecution team that included a senior sex crimes prosecutor. I hired Richard Stevens to represent me. From the outset, Mr. Stevens was very involved in preparing my case for trial, to include requesting multiple experts, identifying and interviewing witnesses during our own investigation, and filing motions. He always answered my questions and provided timely advice. Mr. Stevens traveled to my base to represent me at the motion hearing. He had filed several important motions, and this provided us the chance to question the complainant under oath. She did not handle the questioning well, and came off very poorly. Mr. Stevens handled all of the witness questioning during the motion hearing, and arguments on the main motions. He was very well prepared and he obviously was an expert in military law and procedure. Soon after the motion hearing, based on the support of the complainant, the government agreed to drop the court-martial and handle the case through administrative action instead. This allowed me to avoid a public felony-level criminal trial, and - knowing the environment in the military right now - the possibility of a federal criminal conviction, sex offender registration, and a sentence that could have included a lengthy prison sentence and dishonorable discharge...all despite my innocence. If you face a serious military case, particularly an alleged sexual assault, I would highly recommend Mr. Stevens. He lived up to his reputation for me and my family. I faced a general court-martial trial accusing me of sexual assault, and the government had a prosecution team that included a senior sex crimes prosecutor. Initially, I was represented only by my military attorney who seemed to rarely have time for me or the questions I had. So, I released that military counsel and hired Richard Stevens. From the outset, Mr. Stevens became very involved in preparing my case for trial, to include successfully requesting an important expert witness, identifying and interviewing witnesses, and filing motions. He always answered my questions, provided timely advice, and never seemed too busy to take my calls or talk to me about the case. Review of Mr. Richard Stevens
Several years ago our son was discharged from the military with a discharge characterization of Under Other Than Honorable Conditions. We hired Richard Stevens to represent him before the Discharge Review Board (DRB) to attempt to upgrade his discharge to Under Honorable Conditions. Ultimately, they were successful due to Mr. Stevens' efforts on our son's behalf. Mr. Stevens first assisted in preparing and submitting a written appeal to the DRB. The package was compelling. The DRB then granted a personal appearance to our son, and Mr. Stevens appeared with him at the DRB hearing. Despite the military's recommendations to the contrary, the DRB elected to upgrade our son's discharge to Under Honorable Conditions as requested. Obviously, this outcome had a dramatic impact on future educational and employment opportunities for our son. Mr. Stevens was always promptly available to advise and assist our son. His written submission to the DRB was exceptional, and his representation of our son at the DRB was superb. His efforts played a major role in the successful outcome of the hearing, despite the fact that the odds were against it. I would highly recommend Mr. Stevens for any adverse military action or case.

Rich did a great job talking me through my situation. Then helped me map out a plan to work through an Officer Grade Determintation to include plans if it didnt go my way. Hiring a lawyer seemed like a big decision to me, but Rich and his team made it easy and greatly decreased my stress level. No One Better That Can Represent You.
I am a military officer who was falsely accused of sexual assault by an acquaintance who had been drinking and claims not to remember what happened that night. I faced a general court-martial trial in which the government had three prosecutors, including a senior sex crimes prosecutor. I was represented and defended by Richard Stevens in this case. Prior to trial, Mr. Stevens represented me during my Article 32 hearing, which included cross-examination of witnesses and presenting evidence and arguments. The recommendation of the Investigating Officer was that my case should be dropped. Despite that, the case against me was not dropped by the government. Mr. Stevens then represented me in two different motion hearings, in which many legal issues were litigated and we were able to compel key evidence that assisted in the defense of my case. My case then proceeded to trial. Mr. Stevens within the first few minutes showed me exactly why I hired him. He was aggressive, argumentative and controlled the court room that didn't believe was possible. His closing argument was better than I could have ever imagined. Ultimately, I was found not guilty of all charges. There is no doubt in my mind, Richard Stevens should be the first attorney anyone consults when found facing court martial action. His attention to detail, is impeccable and he is widely respected among the community. I have already recommended him to friends in similar situations and there's no one better that can represent you.

THE BEST Military Defense for Sexual Assault
I was a retirement eligible senior NCO who was falsely accused of rape and sexual assault and was facing a general court-martial trial. A senior sex crimes prosecutor was on the case against me. I was represented and defended by Richard Stevens in this case. Mr. Stevens was amazing! Ultimately, the case against me was dropped and I was able to retire honorably after decades of military service. I would highly recommend Mr Stevens as the best there is to offer when it comes to Defending on the UCMJ and Sexual Assault. Rich was always available to answer any question I had, he gave sound advice and had multiple strategies for defending me, he did interviews, he new my case inside and out.
