A good tip might be to show up at the PD's office, they have so many cases thats why is sometimes smart to hire a private lawyer.

Of course it is manipulating and an attempt to mess with you. A judge would see that for what it is especially in Bucks county.

Only a ADA can wipe out charges. This is a very tricky situation and it is important for your family member to know how to best go about this...
