That is a warrant for the person's arrest. Blair is very fast to issue those.

If he is off parole he may be on probation or supervised release. Looking at his actual sentence would help.

Generally having even an arrest is a tech violation of his probation and parole and would still have to have hearings.
Can a person be tried over again for the same case by the feds if they already pled guilty and a judge sentenced them to state ?

More facts would have to be known but since Federal law is different from state law it is possible he can be arrested again.

A state offer is not a good idea based on those facts. While its a serious case there will be witness credibility issues at trial.
