Raymond Michael Bily

Raymond M. Bily, Jr. graduated from American University with a B.A. in 1975 and an M.P.A. in 1977. After earning his Juris Doctor at the University of Baltimore in 1985, Raymond Bily then served in the U.S. Army Judge Advocate General Corps and eventually went on to U.S. Army Command and General Staff College. In addition, Attorney Bily served as a law clerk for the Honorable Milt B. Allen at the Circuit Court, Baltimore, Maryland.

Raymond Bily is currently licensed to practice law in the state of Pennsylvania, and holds bar admissions in the U.S. Army Court of Review (since 1986), U.S. District Court for the Eastern District of Pennsylvania (since 1992), the U.S. Court of Appeals, Third Circuit (since 1994), and the U.S. Court of Armed Forces (since 1995). Attorney Bily is currently a member of the Pennsylvania Bar Association, Philadelphia Bar Association, The Association of Trial Lawyers of America, the Pennsylvania Trial Lawyers Association, and the Million Dollar Advocates Forum.

From 1986-1993, Raymond Bily served as a Captain in the United States Army, Judge Advocate General's Corps. From 1993-2000, he held the rank of Major in the Army National Guard, and in 2005 was appointed a Lieutenant Colonel with the Pennsylvania National Guard. In May of that same year, Mr. Bily was robed and appointed military judge for the Commonwealth of Pennsylvania. Currently, Attorney Bily is the Judge Advocate for the 28th Infantry Division (Mech), Pennsylvania National Guard.
