Phillip brings an extensive wealth of experience to his criminal defense practice. For nearly ten years prior to establishing PHB Law, he served Allegheny County as an Assistant District Attorney where he successfully litigated matters from the magisterial district courts all the way up through the most complex and daunting jury trials. In his last five years as a prosecutor, Phillip was assigned to the Child Abuse Unit and primarily handled cases involving some of the most serious offenses in the Crimes Code – charges involving sexual and physical abuse of children, including child and adult homicide. In diligently and effectively prosecuting these matters, Phillip practiced under an absolute conviction that while the law serves to protect the public, equally central to justice is the presumption of innocence and the absolute right of the accused to due process and a fair proceeding.
Phillip’s decade-long experience as a prosecutor in Allegheny County affords his clients something that many defense attorneys cannot: a behind the scenes insight into the strategies, tactics, and operations of law enforcement and the prosecution. Phillip holds the uncompromising belief that the Commonwealth must be held to its burden of proof and persuasion.
