Bill master says a lot for nothing

In the two months I have been working with Ken he has used the entire deposit I gave him and delivered nothing. A colleague of his said that he puts a number on each client he gets and will keep billing until this number is reached. The only thing he has done is bill without giving me a strategy,... or fulfilling the promises he gave me when I hired him and his team.
