Contact the NYS Department of Labor and file a complaint if you have not been paid for all hours worked.

You may be able to apply for unemployment during that period.

The business must have legal representation.

I agree with the prior poster. I think you should consider consulting with a local employment attorney.

You are likely an employee at will, and as such, there is no legal right to require them to make you work a certain assignment or to not require...

As the prior posters said, the threshold issue is whether you are exempt or not. If not, you are entitled to pay for your on-call time.
