Luego de graduarse con primer puesto del mejor colegio de preparatoria de Panamá, sobrepasando a quienes serían futuros presidentes y líderes industriales, el abogado Arcia logra anotar el 1% más alto en el examen SAT para entrar a las universidades de Estados Unidos.
Luego de obtener su título de Ingeniero Químico y de maestría en Política Estratégica Internacional, obtiene con honores el Doctorado Jurídico en la renombrada Universidad Católica y Jesuita Loyola University en New Orleans en 1992.
El abogado Arcia se convirtió en 1993 en el único abogado hispano contratado ese año como fiscal en la ciudad de Nueva York en fiscalía de Brooklyn.
