About me

James M. Birnbaum has a busy law practice in estate administration, estate planning, municipal law, and general litigation. He is a graduate of the University of Pennsylvania and the Boston University School of Law.

James represents companies large and small, both for-profit and not-for-profit, in litigation and transactional matters. James is also presently Legislative Counsel to the Rockland County Legislature. In that capacity, he drafts local laws and resolutions and provides legal advice to elected officials and County personnel. He also serves as a Special Prosecutor for the Village of South Nyack and assists in the representation of the South Nyack Board of Trustees. He previously represented the Village of New Hempstead’s Board of Trustees, its Planning Board, and its Zoning Board of Appeals. He is admitted to the bars of New York and New Jersey.

James is Treasurer of the Rockland County Bar Association in 2015-2016.  He is also past President of the Board of Directors of the Rockland Conservatory of Music
