Can a Mexican who was deported and return to the US get green card-year 2001?
I was deported on September 1998, returned to the US a week later, and filed for a I-485 with my husband December 1999. At the interview on June 11, 2001, they told me that i was subject to mandatory reinstatement of a prior removal order sect 241 (a)(5), that i may not apply for any relief, and my application was denied.
Do i have a chance to get my papers?
I take a different view from those stated. Yes, you have a chance to get your papers. When was the I-130 filed?
You need an indepth review of your case file to ascertain the best option for you, and yes, you have options on rectification of this case. There are successful outcomes of such cases if you are willing to pursue.

I agree with my esteemed colleagues. I write separately only to state that the only chance I see to you getting papers is with a U-visa. U-visas are for certain victims of certain crimes. If you've ever been the victim of a crime, I recommend consulting an immigration lawyer to discuss the U-visa.
You might. There are multiple paths to legal status. Family based petition is only one of them. Concerning this one depends if you were in the US over 1 year before you were deported in '98. Your husband should have applied for you while you were in Mexico rather than coming back a week later. You need to meet with a qualified immigration attorney in your area to figure out your options. Your attorney should do a FOIA request and get your complete background. I am amazed that you would think that avvo could answer a question this complicated. You need to understand that if ICE picks you up, you will be out of the country in less than 7 days unless a stay of removal is filed. You need information and options fast.
They told you correctly. On top, you are subject to permanent bar and need to spend 10 years outside of the USA before you could apply for a waiver.
