Neal was born and raised in New Orleans. He is married and has four incredible children.
Neal graduated from the University of New Orleans and went on to law school at Loyola University School of Law. While in law school, Neal was a member of the Loyola Law Review and received the Joseph M. Rault Award for Excellence in Maritime Studies, the Corpus Juris Secundum Award for the highest grade in Torts, Obligations, Property, and Evidence. Neal graduated cum laude.
