I agree with my colleague. You could also ask your roommate for the dog in lieu of paying you back for all the money and time you have spent caring...

My car was towed, my dog clearly visible through window, as I was eating in restaurant in that lot. No sign was posted. Help!

You endangered your dog - it is illegal to leave a dog unattended in a car in California. There was a sign, so you are out of luck.
