DOR does not do intercepts of injury cases only IRS refunds. (unless they know about the injury award).

the primary characteristics for an award of alimony are need, ability to pay, length of the marriage. Looks like in your case you will have to pay.

You can't just go to NY and take the kid. Also, if the kid is living in NY you have to file for custody in NY.
