A letter from an attorney might help. If he continues to delay/refuse payment, you can probably sue.

You need a civil rights lawyer. If you have a good case, the lawyer might be able to seek an award of attorney fees and not have to charge you...

It's not necessarily good or bad. Sometimes the briefing for an appeal takes longer because one or both sides will ask for extensions.

It depends on whether you're in state or federal court, but a postjudgment motion (such as a motion to reconsider) will typically prolong the time...
