You should do an infopass at your local USCIS office.
If a I-751 waiver is denied, is the applicant automatically placed in removal proceedings?

The person should be placed in removal proceedings where she or he may ask the immigration Judge to review the reasons for the denial of the I-751....

I sincerely doubt that a lawyer could have given you such a stupid response. Check this individuals credentials to make sure he is a lawyer.
