She graduated from the University of Puget Sound and received her law degree in 1994 from the Columbus School of Law at Catholic University of America in Washington, D.C. She began her legal career as a public defender representing clients in District and Superior Courts in Pierce and Snohomish Counties. In 2000, Piper took a position with United States Senator Maria Cantwell collaborating on solutions for community leaders and constituents throughout Northwest Washington. Following this policy and outreach work, Piper continued to use her legal skills and experience in government to work for a statewide nonprofit. In 2006, Piper took time to focus on raising her two children. During this time, Piper handled cases pro bono for the King County Bar Association and advocated for children as a Court Appointed Special Advocate. Since moving to Bainbridge Island, Piper has volunteered as a mediator with the Kitsap County Dispute Resolution Center.
Piper handles property matters, real estate transactions and land use, as well as business issues and limited estate planning. Piper serves as a judge pro tempore for Bainbridge Island Municipal Court and Kitsap County District Court. She also serves as a trustee for the Kitsap County Bar Association and as a board member for the Bainbridge Island Schools Foundation.
