You should never have stopped paying rent without a written agreement from your landlord that you could stop paying. Now it is your word against his.

I don't have insurance but my neightbor do my water heater leaked water into their unit and damage their hardwoord floors.

Despite the fact that they have insurance, they can potentially sue you for all of the damage, even the part that was paid by the insurance company.
