About Richard Deng

Richard Deng is a Founding Partner at LawMay P.C., based in Sacramento, California. He brings a rare and highly effective combination of dual legal qualifications, being licensed to practice in both California and China, as well as being a registered attorney with the USPTO (United States Patent and Trademark Office) and a licensed Patent Attorney in China.

With a background in Engineering Management and Construction Law, Mr. Deng possesses deep technical insight which he leverages in complex intellectual property disputes. He leads LawMay’s U.S. Litigation Team, specializing in federal IP litigation (Patent, Trademark, Copyright, Trade Secret), Section 337 Investigations before the ITC, and cross-border e-commerce dispute resolution.

Mr. Deng is known for his proactive "Active Defense" strategy. He has successfully represented numerous cross-border enterprises (including leading e-cigarette brands, tech manufacturers, and Amazon sellers) in federal courts across the U.S. (including WDWA, NDIL, EDTX, CACD). He specializes in utilizing Declaratory Judgment (DJ) actions, Temporary Restraining Orders (TROs), and Preliminary Injunctions (PI) to rapidly restore delisted product links and freeze assets of bad-faith competitors.

Before founding LawMay P.C. in 2026, Mr. Deng was a Partner at a leading firm in Shenzhen, where his cases were repeatedly selected as "Top 10 Typical IP Cases" in the region. He is also the Executive Editor of the Corporate Intellectual Property Compliance Management Guide (2025).

Representative Matters
• "Reverse" TRO & PI Victory (2025): Represented an Amazon seller in the Western District of Washington (WDWA) by filing a Declaratory Judgment action. Successfully obtained a TRO and Preliminary Injunction against a bad-faith patent assertor within 10 business days, restoring high-value product listings just before Black Friday.
• Patent Infringement Defense (2024-2025): Defended a leading e-cigarette company against VPR Brands, LP. Utilized a strategy of non-infringement, unenforceability, and counterclaims for damages, ultimately forcing the plaintiff to withdraw the lawsuit.
• Schedule A Defense Victories: Successfully defended multiple clients in the Northern District of Illinois (NDIL) against mass "Schedule A" lawsuits involving design patents and trademarks, achieving dismissals or settlements for $0 damages.
• ITC Section 337 Investigation: Represented respondents in the first-ever Section 337 investigation in the massage gun industry; successfully made a plaintiff to withdraw claims regarding trade dress and trademarks in a pillow/cushion investigation without any settlement payment.
• Default Judgment Reversal: Successfully filed a motion to set aside a default judgment for a client, recovering over $100,000 in seized funds due to procedural errors by the plaintiff.
