He is frequently in trial, which means that when he negotiations on behalf of his clients, the prosecutor knows that his threat to reject a deal and take the case to trial is real. If the prosecutor does not genuinely believe that the defendant (or his attorney) will reject the plea bargain offer and take the case to trial, there is no reason for the prosecutor to make his best, most lenient offer. And Todd doesn't just take cases to trial, he wins. Not every time, because the only people who win every time are the attorneys who refuse to take risks and the attorneys who refuse to listen to their clients.
