As a dedicated special education attorney based in California, I focus exclusively on advocating for students between the ages of 3 and 22 with special needs in K-12 public schools throughout the state (excluding colleges and universities). My practice centers on a range of matters, including special education eligibility, individualized education programs (IEPs), educational placements (such as inclusion, special day classes, non-public schools, and residential treatment centers), educationally related services like speech and language therapy, occupational therapy, behavioral therapy, and behavior support/intervention, as well as independent educational evaluations (IEEs), manifestation determination reviews (MDR), and school discipline cases involving students with disabilities.
My primary mission is to represent parents and guardians, guiding them through the intricacies of the special education process to ensure their children receive a meaningful education through appropriate IEPs. Beyond my legal work, I actively raise awareness about special education by conducting training sessions and hosting conference workshops, which provide professionals, non-profit organizations, and families within the community with practical insights into special education rights.
In addition, I'm proud to offer my services in both English and Vietnamese, bridging language barriers and making it easier for Vietnamese-speaking families to access legal help. I am currently the only Vietnamese-speaking special education attorney practicing in California. In the coming years, my professional goals include advocating for students in under-represented rural communities and organizing the first Vietnamese conference for families with kids with disabilities in Orange County.

I had a free consultation with Tony a few months ago and not only was he incredibly knowledgable, but took the time to walk me through the next steps. He is easy to talk to and truly knowledgable. 10/10 would trust him to represent my child.

LAUSD IEP Clarity Needed
Tony was so helpful, candid and understanding. He is very knowledgeable and the fact that he did a free consult, asking nothing in return was so impressive. If you need help, Tony is a great Attorney, who will help you while keeping your child’s best interests as his focus.
