Statute of limitations vary by state. However, as long as you are paying no statute runs.

There should be a document that permits costs and interest after judgment.
You should fill it out and file it along with the writ.

If I understand the question, the 1099 is many years in coming. If that is the case,
you should contact the issuer and try and get it rescinded.

You need to see if the CD has a beneficiary provision.
If it does, is supersedes the will.
