HELOC's are typically recourse debts. This means the bank can sue for non-payment. Only a BK will prevent this from happening.

You should list the amount actually paid over the past 6 months ( the average monthly payment) as part of your means test.

They can garnish, unless you have a settlement agreement to the contrary.

Let the creditor know that you have zero money and no income by answering the garnishment.

Because the BK was dismissed before completion, the creditor has the right to pursue the debt.
