It depends on the facts of why you fell out of status. either is possible but a letter from your prior school would be helpful to either case.

These cases are slow currently but that seems unreasonably slow unless your particular local office is backed up. I would call USCIS regularly --...

You are allowed to call USCIS and put in an inquiry about your work card after 75 days. have you been fingerprinted?

Even an expired passport may be a valid form of ID but bring her work card as well with expired passport.
