The foreign national beneficiary cannot pay the USCIS filing fees. The employer is required by law to pay them. Be more careful next time.

A cap exempt research institution, university or one associated with such can file an H-1B visa on your behalf at any time.

Yes, as a US citizen you can petition your brothers and sisters at anytime. Will be a very long wait though.

Yes, you can use such letters, but the one from the USC petitioner's mother or father will carry the most weight.
